Arrests Executed in Relation to Supersized Unauthorized Landfill

Two men have been detained as a component of an inquiry into the dumping of thousands of tonnes of rubbish in a field in Oxfordshire.

Officials indicated that a man in his late sixties was apprehended at a dwelling in the town of Andover, while a 54-year-old was taken into custody in the town of Slough in association with the huge heap of rubbish tipped near Kidlington.

These apprehensions come after a prior revelation which exposed the presence of over 500 unlawful sites throughout England, including at minimum 11 so-called "large-scale sites" greater than 20,000 tons.

A spokeswoman for the environment body commented that the apprehensions were for environmental and proceeds of crime crimes and were a "vital step" in active probes. The two individuals have been let go on bail.

Size of the Issue

The tipping ground in near Kidlington, situated between the river Cherwell and the A34, is believed to contain approximately 21,000 tonnes of waste in a mound which is up to 150m (490ft) lengthwise and 6m (20ft) high.

This pile of rubbish is made up of what looks to be treated domestic rubbish, chopped up plastics, Styrofoam, automobile tires and other everyday items.

It constitutes just one of 517 unauthorized sites across the country, at a minimum of 11 of which are estimated to hold more than 20,000 tonnes of garbage. Such sites encompass a 280,000-tonne area in the county of Cheshire, two 50,000-tonne areas in Lancashire and Cornwall and a 36,000-tonne tip in the county of Kent.

The actual figure of such bigger locations is expected to be greater, as the regulatory agency has previously indicated it does not hold records on weight for each unlawful site.

A large proportion of sites are in countryside areas, frequently hidden, and on land that is intended to be arable property.

Organised Enterprise

Law enforcement report many are run by organized crime groups, who are generating profit by charging significantly less than licensed firms to take and bury garbage.

Businesses have to be liable for disposal fees to use lawful waste facilities, depending on the amount and category of material they are trying to get rid of, and landfill tax is also applied at just over £126 per metric ton.

Community Outrage

Preparatory efforts to remove the Kidlington dump commenced in recent weeks due to worries over the risk of fire and the effect that would have on the adjacent major road.

A commercial waste clearance company has been awarded the contract to handle the site over the coming 12 months at a expense of £9.6m.

An compliance manager for the national environmental crime unit stated that the body would be aiming to claim back the remediation expenses under asset recovery laws from any individual prosecuted at the conclusion of its ongoing case.

She noted that these detentions would help "move the inquiry forward" and enable authorities to "investigate more leads to determine precisely what transpired and who was a party to it".

A cabinet representative welcomed the actions, commenting: "The illegal deposit of rubbish at the site is appalling and has resulted in considerable damage to the ecology and upset to the nearby population.

"The authorities is committed to eradicating this type of crime throughout the country, by augmenting funds to combat waste crime, employing more officers and implementing stricter controls and penalties for those who flout the regulations."

The detentions were made on Thursday by agents from a dedicated crime unit and are in addition to an previous apprehension of a 39-year-old from the Surrey area in the autumn. He was released awaiting more enquiries.
